Some keybeds have portions routed out, so you need to improvise something in that case to give a base of support. It is opposite from an above string level: you lift (or push up from below) the string(s) that are muted until all are equally muted

Here are the tools I use for leveling strings: Richard Davenport's Concert String Tool at bridge pins (I pull the strings almost horizontally to "wrap" them slightly around the pins) and for light lifting (or lowering) at the agraffes, and a conventional stringing hook for lifting at agraffes...
